Limiting the franchise

This is a response to the discussion currently taking place at Lawrence Auster's blog regarding his ideas for limiting suffrage in the United States, titled "Limiting the franchise."

Mr. Auster,

A few points on your discussion about your entry concerning “limiting the franchise” of our republic:

1. It is extremely important that we look at this rationally, realistically, and pragmatically, basically meaning that government should not be organized around idealistic or theocratic concepts. What government you, or anybody else thinks, is most in line with religious principles, is absolutely irrelevant. It is not the role of government to socially engineer society along secular or, especially, religious lines. The single most important function of government is to defend the nation and protect the natural rights of individuals and their families. The second most important function of government is to protect private property and enforce contracts. These are both key to the proper functioning of any kind of society or market economy.

2. I see no reason why women should not be allowed to vote. Should they not be allowed to work, either? If women are purged from the workforce, our economic capabilities decline automatically by at least 50%. Anybody who says that women should be eliminated from the workforce is basically calling for the destruction of the United States. People who think this way should be ignored and relegated to the fringes, where they belong. Albert Speer understood this when he took control of German war production in 1942 and allowed women to take a more active part in the workforce, much to the dismay of many highly ideological party leaders. Because he did so, along with many other reforms, he managed to quadruple production by 1944, prolonging the war. Imagine where Germany would have been had they done this a decade earlier? Terrifying thought, is it not?

3. As inferred in the previous statement about women, the organization of the world outside a nation’s borders is just as important as the organization of the society inside them. Any form of governmental organization that will weaken our ability to project power in our defense or economically compete with other countries should be immediately rejected. Alexander Hamilton was right when he said, “It had been said that respectability in the eyes of foreign nations was not the object at which we aimed; that the proper object of republican Government was domestic tranquility and happiness. This was an ideal distinction. No Government could give us tranquility and happiness at home, which did not possess sufficient stability and strength to make us respectable abroad.” Let’s face it: all of your cherished religious beliefs and views about women will not matter after your brains have been splattered across your living room floor as you rushed to protect your wife from being raped by foreign invaders who are occupying your country because your policies rendered it too weak to compete with others.

4. While limiting the franchise to those who own property is certainly preferable to the system that we have today, there are serious problems with this. What is to prevent large property owners from utilizing the government’s coercive power to maximize their property holdings via eminent domain laws, thereby slowly, but surely, eliminating large portions of the electorate and turning the country into an oligarchy?

5. As for the “taxation without representation” argument, I do not understand why it is wrong for a person to pay taxes if they being protected by the government or utilizing any other kind of governmental services. A better quote would be “no service without representation,” ie, the government cannot call upon you to serve if you are not represented in government. I believe that the best system of government is one where the members of the government and the electorate are those who have served their nation and everybody else who has not are excluded. Of course, this would cut the electorate down significantly (those who have served make up about 3% of the United States) and would include both men and women.

6. How could one possibly enforce a system of democratic rule where the only ones who are enfranchised are married men? If women want to vote, they could easily shut down society. Think about it: all they have to do is quit getting married. If you want to dissolve marriage as a viable social institution, then this is the way to go. Too many people get married for all the wrong reasons nowadays, and the purpose of marriage continues to erode by the day. Do we want to accelerate this fact by creating a system where marriage is linked to political power?

7. Another net result of linking political power to being male and married is the effects it could have upon birthrates. Families will want to maximize their political power relative to other families, and how better to do so than to develop means by which to have more male children? Imagine the effects this will have upon society as a whole. Since families will want to have more male children, the ratio between men and women will slip from 50/50 to a male majority, with a significant percentage of males therefore being unable to marry. Not only will some families have much more political power than other families, but you will create a huge segment of society riddled with social dysfunction due to the fact that they, the men, will be unable to marry due to a lack of single women and will direct their social energies elsewhere. Imagine the crime wave and the alienation that will result from this.

8. On top of all of this, Laura mentions how in this form of representation families will become a “corporate body” recognized by the state. This gets into previous arguments that I have made regarding families seeking to maximize the number of male children that they have and utilizing the coercive power of the state to extend familial power. Basically, the results of this type of society, where families are dominant, is that it will become something like what exists now in Iraq, ie, clan and tribal loyalties will dominate society (for a more Western example, look at the past 700 years of Italian history). This is not a pretty thought, and if one thinks nepotism is bad now, just wait until family becomes the primary element of society recognized by the state.

9. Back to my statement regarding limiting the electorate and makeup of government to those who have served the nation, I still think that this is the most ideal system, with a few nuances. The fact of the matter is that government should be as meritocratic as possible, and the only functioning government bureaucracy with a true sense of meritocratic mobility is the military. I believe that other government functions, like medicine, education, the judiciary, the civil service, and emergency services, could be similarly meritocratic if they were organized nationally along military organizational lines, providing more upward mobility to what are now local and state functions while helping areas that have personnel or material shortages. And while true positions of power in government, like the legislature and upper echelons of the executive branch and judiciary, should still only be made up of those who have served, positions in specialized government agencies requiring certain expertise should not be so limited.

10. I do not believe that the military is any more meritocratic than any kind of society organized around a market economy. But whereas those who join the military generally do so for somewhat nationalistic reasons, those who stay outside the military and work within the marketplace do so for economic reasons. This leads towards different attitudes regarding the self and the nation, and lends support to my argument that those who have experience in the federal service will work more towards the interests of the nation.

I hate to say it, but many of my beliefs flow from my readings of Robert Heinlein. He was a very smart man. But more than anything else we need to be realistic here. For those who want a Christian theocracy, I suggest they go join the Reconstructionist la-la-land centered on R.J. Rushdoony and his Institutes of Biblical Law.

Zaporozhian Cossacks' reply to Sultan Mehmed IV

If this isn’t politically incorrect, I don’t know what is.

In 1675, the Zaporozhian Cossacks (a military order located in modern day Ukraine) defeated an army dispatched by Sultan Mehmed IV of the Ottoman Empire (modern Turkey) to conquer them. Despite annihilating the Ottoman army, the Sultan sent a letter to the Cossacks demanding their immediate surrender, stating:

“As the Sultan; son of Muhammad; brother of the Sun and Moon; grandson and viceroy of God; ruler of the kingdoms of Macedonia, Babylon, Jerusalem, Upper and Lower Egypt; emperor of emperors; sovereign of sovereigns; extraordinary knight, never defeated; steadfast guardian of the tomb of Jesus Christ; trustee chosen by God himself; the hope and comfort of Muslims; confounder and great defender of Christians—I command you, the Zaporozhian Cossacks, to submit to me voluntarily and without any resistance, and to desist from troubling me with your attacks.”

Koshovyi Otaman Ivan Sirko, on behalf of the Cossacks, replied with the following:

The never-ending cycle

The national security of a hegemonic power inevitably leads to the creation of a deadly cycle that will repeatedly result in much bloodshed. The more secure a nation, the more insecure its rivals. Rival states, in the legitimate pursuit of their own national security interests, will time and again move towards developing a foreign policy that seeks to reshape the global order into one that is more conducive to their own national interests. Before long, the rival power will either attempt to topple the hegemonic power or the hegemonic power will attempt to crush the rival. If the rival is successful in its attempt, it will become the de facto hegemon and will be forced to deal with its own rivals who, like itself before it became hegemonic, seek to reshape the global order and the cycle will repeat. If the hegemon is successful in its attempt to crush the rival, it will simply result in the expansion of its own power and responsibility and will be forced to deal with rivals again and again until it either collapses from overstretch or defeat, or conquers the world, thus successfully eliminating every rival and asserting complete and total control over the socioeconomic structure of the earth. This cycle cannot be stopped either through balances of power or international agreements, for neither can guarantee the security of the hegemon or its rivals. The cycle will always result in either constantly changing global order or the conquest of the earth. Even then, it is questionable whether the cycle will cease.

The anti-Jewish "Terrorist Next Door" is, most likely, non-white

Daniel Levitas, on the website of his book, The Terrorist Next Door, has posted a copy of a book review of Gods of the Blood, an outstanding book about radical right-wing religious organizations and their beliefs. In his somewhat negative review, which makes no note of the fact that this book is perhaps the most comprehensive one yet written about the subject, he condemns the author, Mattias Gardell, in his concluding paragraph for "characteriz[ing] anti-Semitism as a 'marginal' phenomenon" and then proceeds to state the fact that a "recent survey" by the Anti-Defamation League [in 2002] found that "35 million Americans (fully 17% of adults)" held "strongly antisemitic beliefs." He then proceeds to chastize the author for "believing that the activities of white supremacists and neo-Nazis do not constitute a bona fide social movement because their efforts lack solidarity, common purpose, and collective action." [1]

The problem with all this, is that, according to the ADL survey, only a fraction of those "35 million Americans" belong to the race that is eligible for membership in white supremacist and neo-Nazi organizations: Whites.

A copy of the survey can be found on the ADL website. Here are its "findings in brief" (highlights my own):

The findings in brief … Strongly anti-Semitic:
17% of Americans
35% of Hispanics
35% of African-Americans
3% of U.S. college and university students [2]

After doing some quick math utilizing statistical data accessed from Wikipedia [3], the totals of Americans by racial group that hold "strong antisemitic beliefs" are as follows:

African-Americans - 12.2 million
Hispanics - 14.5 million

Which leaves us with a total of 26.7 million, which means that of that "35 million Americans" that Levitas cites who hold "strong antisemitic beliefs," a little more than 8 million Americans from a combined group of "Non-Hispanic Whites" (ie, Whites), Asians, Native Americans, and Pacific Islanders, hold such beliefs. Being that around 92% of this 8 million are White, this brings us to a grand total of 7.4 million Whites who hold "strong antisemitic beliefs," or less than 4% of the total White population.

To summarize, the greatest threat to Jews, according to the ADL survey, are the two largest minority groups in the United States, Hispanics and African-Americans. So why does Levitas ignore this fact and act as if all 35 million of those Americans are Whites? I'll leave that to you to decide.

Methodology:
(1) I dislike the incumbent, Democratic Senator Bill Nelson, and I dislike the Republican candidate, Katherine Harris. Therefore, I voted for an independent conservative candidate: Belinda Noah. Harris has no chance in beating Nelson, anyways, so why should I vote for my party's candidate, of whom I dislike? By voting for Noah, I am thus registering my disgust at the Republican Party for their lack of sense in nominating a candidate.
(2) John Mica has been a good conservative in Congress and has been responsive to the concerns of his constituents. His opponent, Democrat John Chagnon, is too left-wing for my taste.
(3) I dislike Republican Charlie Crist, who is too liberal on immigration, and I strongly dislike his opponent, Democrat Jim Davis, who is basically a socialist supported by every minority and special interest group possible. I wanted to vote for the conservative Reform Party candidate, Max Linn, to register my opposition to the Republican's choice of candidate, but out of fear that a socialist may be able to slip in behind our backs, I reluctantly registered my vote for Crist.
(4) I voted for Bill McCollum, whom I have supported in every election since I first began voting. The Republican Party never gives this man enough support, and it's about time this good, strong conservative, got a chance.
(5) Tom Lee is Jeb Bush's choice of candidates, and since Jeb has done such a good job as a governor in regards to the budget, I trust him on this. What was Jeb thinking when he chose Crist!?
(6) Charles Bronson is the obvious choice for this position.
(7) These are local elections that I'm sure none of you care about.
(8) I voted against retainment of any of these judges because they are all left-liberals and oppose many issues that I hold dear, such as school vouchers. In particular, all three of those Supreme Court justices joined to shoot down Florida's voucher program.
(9) Again, local stuff.
(10) This amendment would bring greater efficiency and eliminate waste and fraud in many state programs. For that reason I support it.
(11) This amendment would make it harder to amend the state constitution, a measure I greatly support. Too often special interests with agendas that should be dealt with at the legislative level skip the process altogether, especially when they know it will never muster, and trick voters into voting for amendments that support them, like regulating types of pig farming (from the 2002 election). I voted YES for that reason.
(12) This is a perfect example of the kind of special interest amendment that I just described. NO!
(13) I voted YES for this. It modifies an existing constitutional provision and is effectively a tax cut.
(14) Again, I voted YES because this modifies an existing constitutional provision and cuts taxes (this time just for those who have lived in Florida their entire lives, not just everybody; an overall plus in a state that is rapidly becoming overpopulated).
(15) YES! This makes it impossible for government to use eminent domain laws to enrich private persons or public entities for tax collection purposes.
(16) NO! This is just what we don't need: unions with more power.

Why it is irrelevant whether Islam is a "religion of peace"

People will think of Islam what they will and all the dozens of sects of Islam will have their own interpretation of what it is and what it stands for, just like every other bloody religion and ideology on this planet. Let me say it out front: I don't believe Islam is a "religion of peace." In fact, I wholeheartedly reject that notion. But then, just because something isn't necessarily peaceful does not mean that it is automatically bad.

If those who are so obsessed with the idea that Islam might not be a "religion of peace" and they hold the concept of "peace" so highly, why do they not associate themselves with pacifist organizations? Pacifists are the ultimate peaceniks; they believe that no principle, religion, or idea is worth defending, fighting for, and killing for. They would rather die or have their beliefs repressed and exterminated within a generation than stand up and defend them so that they may live on and propagate. My general rule is that any principle or belief not worth fighting and killing for is worthless and should be thrown out with the garbage. To me, that makes pacifists an even scarier lot than the most suicidal of mujahideen; sure, a pacifist is not going to cut your head off, but a pacifist is also not going to stand up and defend your civilization and would rather see it perish so that he/she can satisfy their self-centered and guilty conscience. Even worse, the weltanschauung of the pacifist is based on the totalitarian notion that a permanent peace is possible.

What few realize is that the very idea of a permanent peace is a relatively new concept; few, if any, prior to the nineteenth century believed in such a thing. (This is detailed in Michael Howard's fantastic little book, The Invention of Peace.) Peace was an abnormal, temporary, and rare phenomenon; war and conflict, on the other hand, were perfectly normal and considered to be a natural aspect of life. It was only in the nineteenth century that the idea of a permanent peace, coupled with the idea that war and conflict were abnormalities, was popularized in Western culture. Those who are obsessed with bringing about this permanent peace, the universalists and theologians of the left and right, do not realize what a totalitarian notion this is. As Gaetano Mosca has said, such a permanent peace is possible

"only if all the civilized world were to belong to a single social type, to a single religion, and if there were to be an end to disagreements as to the ways in which social betterment can be attained... even granting that such a world could be realized, it does not seem to us a desirable sort of world."

I agree with this notion. A permanent peace can only be obtained if a totalitarian society were to exist. For that matter, conflict, in the form of economic and political competition, coupled with reason and a Faustian scientific will to power, and even war, is what brought the West, and America in particular, to the position that it occupies in the world today. Unfortunately, this civilization is moving away from that very heritage.

Where would America be today if we had not crushed the feudalistic and anti-industrial Confederacy, forcibly kicked the great European empires out of the Western Hemisphere, crushed the Japanese and the Germans, and participated in a titanic half-century struggle against Communism in every corner of the world? If we had rejected all of this conflict and competition due to an obsession with some notion of a permanent peace, this country would be a mere speck on the map and may have even ceased to exist. Instead, because of conflict and competition, we are the strongest country in the world with the most dynamic and technologically advanced economy around.

The issue here is not whether Islam is a "religion of peace"; religions of peace, civilizations of peace, ideologies of peace, die out and fade into the footnotes of history. Therefore, the debate as to the peacefulness of Islam is a false debate, unless it takes all of these factors into consideration (something I have yet to see). "Peacefulness" is not necessarily a good thing.

So, let us end this silly debate about whether Islam is a peaceful religion; it's irrelevant. What we should be asking ourselves is this: "Should our country and civilization be a 'civilization of peace'?"

So Colonel, is Islam part of the problem or not?

LTC Ralph Peters, a man whose writings on strategy and warfare I strongly admire, has penned a column in the NY Post in which he attacks so-called "Islam haters," a "rotten core" of American "right-wing extremists bent on discrediting honorable conservatism" "by insisting that Islam can never reform, that the violent conquest and subjugation of unbeliever's is the faith's primary agenda." Furthermore, he's

"... received no end of e-mails and letters seeking to "enlighten" me about the insidious nature of Islam. Convinced that I'm naive because I defend American Muslims and refuse to "see" that Islam is 100 percent evil, the writers warn that I'm a foolish "dhimmi," blind to the conspiratorial nature of Islam.

"Web sites list no end of extracts from historical documents and Islamic jurisprudence "proving" that holy war against Christians and Jews is the alpha and omega of the Muslim faith. The message between the lines: Muslims are Untermenschen.

"We've been here before, folks. Bigotry is bigotry - even when disguised as patriotism. And, invariably, the haters fantasizing about a merciless Crusade never bothered to serve in our military (Hey, guys, there's still time to join. Lay your backsides on the line - and send your kids!).

"It's time for our own fanatics to look in the mirror. Hard. (And stop sending me your trash. I'll never sign up for your "Protocols of the Elders of Mecca." You're just the Ku Klux Klan with higher-thread-count sheets.)

"As for the books and Web sites listing all those passages encouraging violence against the infidel, well, we could fill entire libraries with bloody-minded texts from the Christian past. And as a believing Christian, I must acknowledge that there's nothing in the Koran as merciless as God's behavior in the Book of Joshua."

As a side note, why on earth is he comparing the behavior of God to the behavior of radical Muslims? Last I checked, God is God, and Muslims are not God(s). While you ponder this odd and rather absurd comparison, let us see what Peters' has said about Islam in the past...

“But what about the issue of Islamic fundamentalism?

“I admire the perfect accuracy of Levi-Strauss’s description of Islam as a “barracks religion,” and I take a far less complacent view of Islamic fundamentalism than do colleagues for whom the only story of our time is the twilight of the Soviet Union. Nonetheless, I see the future of these varied peoples united by a common name for God as condemned to eternal mediocrity. Islamic fundamentalism is an exclusively negative phenomenon…

“Only outside enemies, real or imagined, allow the Islamic world to display the odd, fleeting semblance of unity. The destruction of Israel in a nuclear exchange, for example, will be less likely to trigger Islamic unity than to utterly dissolve it. Unable to direct their frustrations at the Zionist devil, the Islamic nations of the Eurasian landmass would quickly rediscover the holy and delectable mission of slaughtering each other over trivia." *

Or how about something more recent? From "Allah's Butchers," an article published by him on FrontPageMag.com back in mid-2004:

"Religions are what men make of them. In the Arab heartlands of Islam, Muslims are making a gory mess of their faith. It’s time to end the politically correct baby-talk insisting that Islam isn’t the problem. In the decaying Arab world, Islam is the problem—because of the way bitter old men interpret and deform its more humane precepts while embracing its cruelest injunctions.

"The decapitation of yet another American civilian can’t be dismissed as an aberration from “true” Islam. The tradition of beheading unarmed prisoners dates to the earliest decades of the Muslim faith. The butchering of Paul Johnson, Nick Berg and others isn’t a new phenomenon—it’s revivalism, “that old-time religion” returning for a re-match with secular devils.

"Millions of Muslims find such atrocities inspiring. Millions more view such cruelty as just. It’s the vicarious revenge of the self-made failure. And for every rent-a-cleric the Saudi government pushes in front of a television camera to condemn such acts, thousands of other mullahs continue to preach anti-Western hatred--the brutal specificity of which would horrify even America’s leftists, if only they stopped apologizing to terrorists long enough to listen."

Another thing he said in his little NY Post rant was that “...there’s a Realpolitik reason not to insult all Muslims: In the serious world of strategy and the military, you don’t make unnecessary enemies… We’ve got our hands full in the Middle East. Why alienate the Muslims of Indonesia or West Africa (or California)?”

Yet, rule # 16 of his essay, “When Devils Walk the Earth” (2001), says: “Do not worry about alienating already hostile populations.” Rule # 24 says, “In dealing with Islamic apocalyptic terrorists, remember that their most cherished symbols are fewer and far more vulnerable than are the West’s. Ultimately, no potential target can be regarded off limits when the United States is threatened with mass casualties. Worry less about offending foreign sensibilities and more about protecting Americans.” Finally, at the end of the essay, he states, “Begin with the study of the classical world-specifically Rome, which is the nearest model to the present-day United States. Mild with subject peoples, to whom they brought the rule of ethical law, the Romans in their rise and at their apogee were implacable to their enemies. The utter destruction of Carthage brought centuries of local peace, while the later empire’s attempts to appease barbarians consistently failed.”

Would he utter such words today? Was not the annihilation of Carthage genocide?

Elsewhere in that essay, he makes the following comments about Islam:

- “Contrary to recommending that believers “render unto Caesar what is Caesar’s,”
Muslims expect Caesar to render unto their faith…”

- “The power of the Crusader myth in today’s Middle East has far more to do with the perception of collective failure and vulnerability than with reality—after all, the Islamic Ottomans conducted a centuries-long, much more successful crusade against Europe thereafter, and Islamic warriors threatened the marches of Europe well into the nineteenth century. Islamic invaders did far more damage to the Ukraine and Poland than the Crusaders did to Palestine. Those in the Middle East who cite the Crusader conquest of Jerusalem as an act of peerless historical viciousness might do well to remember Islam’s conquest of Constantinople and Budapest, and the Ottoman progress to the gates of Vienna. If the streets of Jerusalem ran with blood, so did the streets-and churches-of Constantinople.”

- “While well-intentioned Westerners have gone to great lengths to refute Samuel Huntington’s thesis of a “clash of civilizations,” the man in the street in the Islamic world believes, intuitively, that the clash has been going on for a very long time, and no argument will dissuade him from his delicious belief in Western malevolence.”

Unfortunately, it looks as if the Colonel has a bipolarity issue in regards to Islam. As a result, I must ask, "So, Colonel, what is it; is Islam part of the problem, or is it not?"

I really don’t feel like going any further. I used to be very impressed by Peters’ work, but it seems like ever since he got his regular column in the NY Post he has floundered intellectually. I am saddened by the fact that Peters has strayed from his old-ways to appease the politically correct. May he regain his senses, and soon. I feel horrible citing him in this manner, but on this I simply think he is wrong, and I think he knows he is, too.

Constitutional Issues

The Constitution of the United States is the greatest document ever written by man; it is a sacred text comparable to, if not greater than, the primary texts of the world's great religions. The Founders of this country and the authors of our Constitution were men of high historical, intellectual and scholarly acumen with a strong understanding of human and institutional behavior. In the debates leading up to and including the time at which the Constitution was written, our Founders wrote copiously on every aspect of the Constitution, all of which were left behind from which we can understand the logic and environment each sentence of the Constitution was reflecting.

As such, I am an advocate of the originalist school of Constitutional interpretation. I believe that the Founders left behind sufficient material from which we can determine their intent and the reasoning behind what was written into the Constitution. I do not believe that the Constitution is a "living document" that can be endlessly reinterpretated to the temporary whims of today and reinterpretated again for the whims of tomorrow. If that were the case, then an amendment process would be unnecessary and the Founders would not have provided for it. Therefore, the Constitution should be interpretated according to the intent of the Founders. An amendment process exists for pressing issues not addressed by the Constitution or the Founder's intent.

Based on the above framework, I believe the following:

- The Constitutional rights outlined in the Constitution are strictly limited to American citizens and are not applicable to non-citizens.

- Amendments to the Constitution should be strictly limited to issues of such great importance that, if the Constitution does not allow for it to be addressed, would threaten the integrity of the union or the harmony of society. Otherwise, lesser issues should be dealt with via the legislative process at a sub-Constitutional level. The Constitution is not, and must not ever be, the playground for petty special interests and the temporary whims and fads of the day.

- International treaties in opposition to the framework of the Constitution, the intent of the Founders, or the principles this nation were founded upon, should be rejected.

- The interpretation of laws in foreign countries or at the international level should have no weight and should not be considered by our courts when considering the interpretation of a law. Laws should be interpretated solely based upon other decisions made within the United States and within the framework of our Constitution.

- Federalism is one of the key principles outlined in the Constitution and the vast majority of issues should be addressed at the local or state level.

In light of all of this, there are errors within the Constitution that must be addressed. The following issues must be addressed:

There is a major contradiction within the Constitution that has been exploited to create a vast and counterproductive welfare state that shows no signs of slowing in terms of growth. Within the Preamble of the Constitution, which gives a general outline of the purpose of the Constitution and the duties of government, it states that the duty of the government is to "provide for the common defense" and "promote the general welfare." The terms "provide" and "promote" are clearly used in a different context. Yet, later in the Constitution, specifically in Article 1, Section 8, the terms are discombobulated when the Constitution states that "The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States." (emphasis mine) I therefore recommend that the Constitution be amended to eliminate confusion by adding "promote the" immediately before "general Welfare."
Contrary to popular legal belief, the 14th Amendment of the Constitution does not grant birthright citizenship to any and all people born on American soil regardless of the citizenship status of that individual's parents. The common interpretation of Section 1 of the amendment focuses solely on the first nine words - "All persons born or naturalized in the United States," - while ignoring the qualification statement immediately following - "and subject to the jurisdiction thereof..." From this misinterpretation, activists have harnessed this amendment to grant citizenship to foreigners born on American soil. It was never meant to be interpretated this way and the individual who introduced the amendment, Senator Jacob Howard, stated explicitly in his introductory remarks that, "This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons." However, due to the confusion that has resulted from this misinterpretation and to ensure that this interpretation never becomes dominant again, it is necessary to amend the Constitution to make up for this fact. Therefore, I recommend a new amendment that changes the verbage of Section 1 of the 14th Amendment to, "All persons born or naturalized in the United States, with the exception of persons born to foreigners, aliens, ambassadors, or foreign ministers, are citizens of the United States and of the State wherein they reside."
In Section 2 of the 14th Amendment, it states that when electoral and legislative seats are apportioned, the entire population of the state, excluding Indians not taxed, not just citizens but including all foreigners and others residing within the state borders, are included in the statistics used to determine how many are apportioned to that state. This is an outrage, and this amendment should either, in light of the above deficiency, be eliminated entirely or amended to state that only citizens count in the official numbers.
In Article 1, Section 3 of the Constitution, it states that "The Senate of the United States shall be composed of two Senators from each State, chosen by the Legislature thereof, for six Years; and each Senator shall have one Vote." This has since been amended by the 17th Amendment, which changes the process of appointment from "chosen by the Legislature thereof" to "elected by the people thereof." Senators were never to have been elected by popular vote and the Founders were explicit in their reasoning as to why this had to be. Within the Federalist Papers, it is repeatedly mentioned that Senators are supposed be appointed by and representative of the views of the state legislatures, and act as a check on the elected lower House. As a result of the 17th Amendment, states no longer have any representation at the federal level, there are no checks on the House, and issues that should be solved at the local or state level are increasingly handled at the federal level at the expense of the rights of individual states. Therefore, I call for a new amendment making Section 1 of 17th Amendment null-and-void.
A new amendment should be added to the Constitution requiring that the federal budget be balanced every fiscal year.
Regarding the interpretation of the 1st Amendment, the right to freedom of expression and freedom of speech does not apply to the destruction of physical objects, such the American flag. There are limits to the 1st Amendment just like there are limits to the 2nd.

As an officer in the U.S. Air Force, my life is dedicated to the defense of this nation and many, if not most, aspects of this blog are defense-related. I believe that we are living in the most critical time in our nation's history and believe that what we do over the next 2-3 decades will determine whether this nation will maintain its primacy in the world for the remainder of the century.

National defense is the primary and single most important duty of the government. Without a strong defense, our nation's independence and survival, and the civil and economic liberties that stem from it, are in question. One of our most important Founding Fathers, Alexander Hamilton, stated that

"It had been said that respectability in the eyes of foreign nations was not the object at which we aimed; that the proper object of republican Government was domestic tranquility and happiness. This was an ideal distinction. No Government could give us tranquility and happiness at home, which did not possess sufficient stability and strength to make us respectable abroad."

I agree with that sentiment wholeheartedly, as did our ancestors. With our rise to hemispheric hegemony as a result of the Spanish-American War and global hegemony as a result of World War II, the U.S. has had its dominance challenged many times, most recently by the Soviet Union. However, after its fall the U.S. became complacent and our politicians became obsessed with dividing up the "peace dividend" at the expense of our military might. With the increasing strength of radical Islam and its continued attacks upon the West, the rapid rise of China following the reforms initiated by Deng Xiaoping, and the growth of regional blocs attempting to resist U.S. influence, our hegemony may now be in question.

Many measures, some radical, must be taken to ensure that our hegemony is never called into question again. They should be based upon the following principles:

- Technologically, our military must always be at least two generations more advanced than that of our nearest peer competitor. Many say that we should spend our money elsewhere, since we are already one generation ahead of everybody and that, as a result, nobody can touch us on the technological front. This is a false notion, because if money and research is held back for too long, our competitors will have caught up to us and instead of us being one-step ahead in the game, we'll be evenly matched. Once that happens, it becomes a constant struggle to keep up and the enemy will have many more chances to get ahead, at which point we fall behind. Once that happens, it is near impossible to catch back up, short of a miracle happening, and the odds will begin to stack against us. We must never allow ourselves to get into this situation. In the words of Robert Heinlein, "the most expensive thing in the world is a second-best military establishment; good, but not good enough to win."

- Rapid global mobility must be the conceptual basis of all future military developments and logistical models. In order to have this, we need much greater strategic and operational airlift capabilities. Future military developments must also utilize lighter materials to minimize reliance upon sealift. For technology that is simply too heavy for airlift and requires sealift for transport, more forward operating locations and supply facilities must be distributed over the world so that such material may be stored there, thus minimizing the amount of precious time required to deploy it. Strategic chokepoints must also be heavily protected to ensure that they remain open to sea traffic.

- A large and technologically advanced Navy is the key to global hegemony in this increasingly interdependent world. Our Navy must have complete dominance in every ocean, bar none.

- Space dominance is the key to the future and the sooner we deploy space-based weapons, the more secure our hold on it will be. This includes a comprehensive missile defense system capable of defeating ballistic missiles from launch-phase to terminal, and offensive weapons platforms to defeat enemy satellites and ultra-rapid space-to-ground first-strike capabilities with conventional weapons.

- Full spectrum dominance is the great unifier; we must maintain the capability to defeat any enemy, of any persuasion, utilizing every method of warfare, on any and all battlefields.

It is my belief that the American primary school system has failed our country and our families. In practically every measured indicator, the performance of our primary schools are ranked near the bottom in comparison to the systems of other modern industrial states. I believe the system is like this due to a multitude of reasons, such as:

Overcentralization: in the 1920s, there were over 120,000 school districts; today, there are fewer than 15,000, providing services to over twice the population we had then. Centralization minimizes the competitive forces essential for natural increases in quality to occur.

Negative union influence: the NEA/AFT use their phenomenal power to oppose practically every attempt at educational reform, regardless of the welfare of their students or this country. Instead, they consistently advocate increasing educational spending in complete disregard of data that shows continued educational decline even as spending is increased (for example, look at the district of Washington, DC: at over $13,000 spent per student, it ranks as the most well funded in America, yet it ranks the lowest in measures of academic performance).

Egalitarianism: it's ridiculous to expect equal results from all individuals with complete disregard of that individual's mental abilities. Yet, that is exactly the goal of the "No Child Left Behind" program. Unable to equalize the results, schools report false numbers and teach the tests, whose standards are continuously lowered on a yearly basis so that government bureaucrats can proclaim their "success." As a result, students are taught less and less and the gifted are left behind while attention is directed to those who have reached the extent of their ability.

I believe that the solution to these problems, and a myriad of others, is to increase competition via the implementation of a nation-wide program of school privatization to create a public-private partnership. The system would work by:

Privatizing a large swath of the public school system on a national level, selling individual schools to private companies and creating a certification system to minimize fraud in the private sector
Creating a voucher system, under the control of the Department of Education, in which each student is issued a voucher to be used at the school of their choice, public or private, in any location. A formula will be developed to ascertain how much each voucher should be worth, and will be tied to inflation
The vouchers will be paid for via a national sales tax; local, state, and federal school funding will be eliminated, their revenues returned, and taxes reduced
Private-sector entities will receive tax deductions for identifying and assisting in the education of students with high potential
For public-schools, students should not be limited to attending only one school chosen by their local or state government; rather, students should be allowed to attend any public school, with no restrictions on choice
Eliminate politically correct textbooks from the curriculum and end the mentality that our school system is first and foremost a social engineering program. Redefine the school system's purpose to something more in line with the development of well-rounded, energetic, ambitious, and patriotic citizens
Finally, abolish "No Child Left Behind" and all attempts at creating a truly egalitarianism system; students should be treated solely upon their individual abilities, of which each individual is different from another

Tertiary issues:

Sex education: generally, I believe the role of the schools is not to teach about human sexual relations, but the right and left have made it quite an obsession: the right believes that sex education does not belong in schools and, if it does, it should focus solely on abstinence education; the left believes that sex education does belong in schools and should teach about practically everything, except abstinence. Since this is such a ridiculous and minor issue in comparison to the grand scheme of things, I take a position firmly in the center: sex education does have a role in our schools and should focus on emphasizing the importance of abstinence, while also teaching about STDs and the various contraceptive methods available if abstinence is to be ignored. It is unrealistic to think that abstinence is the solve-all solution, because it cannot be proven that all students will practice it and won't take risks; we should do what we can to help minimize the risks that they take.

Evolution vs. Creationism / ID: this is just an absurd debate. Evolution is a fact and Creationism / Intelligent Design belongs in the social sciences. There really is no debating this.

When the Department of Homeland Security was first created in 2003, it was hailed by both left and right as the Great Unifier and the solution to the conflict and lack of dialogue between a myriad of governmental agencies. Originally opposed by the administration after the great terrorist attacks in September 2001, when it was originally proposed by Democratic Senator Joseph Lieberman, it was finally created after the adminstration decided that the tasks at hand were far greater than those the much smaller Office of Homeland Security could handle. However, on both left and right were also its critics, some who said it was not far-reaching enough while others stated that it would do nothing but add another layer of bureaucracy and centralization to an already overbureaucratic and overcentralized system. Both were right on some points and both were wrong on others.

The true effectiveness of the Department has yet to be determined, for it has not been around long enough to accurately gauge it. It is true that since its inception there has not been a major terrorist attack on our soil. It is also true that it failed to successfully respond to the natural disasters that were hurricanes Katrina and Rita. In some areas of security, the Department has been a force for reform; in other areas, reform has stagnated. One thing is for sure: institutional rivalries, which the Department was meant to ameliorate, continue to this day. It is its success in minimizing these rivalries, cutting bureaucracy, and increasing the responsiveness of the agencies to security and natural disasters that will gauge if the department has been successful. Until the Department has existed for a long enough period of time to do that, I will remain neutral on this issue.

Some improvements to the agency that I do advocate:

Double funding currently allocated to the U.S. Coast Guard, an underappreciated organization that has been underfunded for decades
Establish an Office for the Protection of the Constitution, like that which exists in Germany, to monitor fifth-columnists in extreme-left, extreme-right, religious extremist, and environmental extremist groups, that threaten the integrity of the union, and provide data to the Department of Justice for prosecutorial purposes
Establish rules that clearly outline the roles and responsibilities of the agencies under its supervision to minimize bureaucratic overlap and more evenly distribute responsibilities according to capability
Eliminate, or combine, agencies or programs that are unnecessary or unproductive

Immigration

With as many as 12 million illegal immigrants currently residing within America coupled with increasing levels of crime and violence related to drug and human trafficking along the U.S.-Mexico border, to say that the American immigration and border control system is broken would be an understatement. Every year, millions of illegal immigrants are captured along the U.S.-Mexico border, yet for every illegal captured there is one who was not. These illegal immigrants are not only Mexican and central American peoples who are seeking a better life for themselves, but many are also anti-American saboteurs, spies, and terrorists from openly hostile states and organizations in all regions of the world.

With this rapidly increasing influx of alien peoples have arisen ethnic and racialist lobbying and rights organizations who promote the interests of these peoples while ignoring the interests of this nation. Coupled with strong business lobbies, these groups have begun reshaping our country along lines not necessarily in the interests of America. Their increasing power means that more and more, power-hungry politicians and political parties will further align themselves with these groups in order to further their hold on power.

This is a dire time in American history. The country is becoming balkanized, the availability of illegal narcotics is becoming more common, and threats to national security are as likely from within as from without. This crisis must be dealt with. Here is what I propose:

The border to Mexico should be sealed, a wall built, and the National Guard deployed to permanent border control checkpoints until relieved by the Border Patrol after it has been augmented with additional resources and manpower. Trade should be conducted via an efficient system of entry control points.
Increase border patrol funding by 50% and double the number of border patrol agents.
Reform immigration laws so that legal immigrants must come from a culture that allows for maximum ease of assimilation and maximum benefit for the nation. The race, ethnicity, and religion of the would-be immigrant should be taken into consideration in order to prevent the growth of racialist movements, maintain national unity, and minimize ethnic and racial discord; an exception to this would be immigrants with high-IQs, who can generally be expected to avoid this. For these individuals, I am willing to completely wave the racial and ethnic status of that individual if they meet the rest of the following criteria.
Legal immigrants should have their IQ tested and taken into consideration along with their educational experience.
Refugee policy should be reformed. I see no reason why a Croatian, who knows three languages and is working on her Ph.D., can’t immigrate, but an Egyptian, who thinks the US should be turned to dust, can.
The would-be immigrant should have their political beliefs questioned, and those with beliefs not congruent with the U.S. and the West should not be allowed entry.
Almost 25% of those in jail right now are illegal immigrants; they should be immediately deported and repatriated to their own country.
Reform the laws to eliminate chain migration; if an entire family wants to immigrate, then there should be a family policy in place that allows for the application of both families and individuals.
No amnesty for illegal immigrants. If workers are desperately needed, then there should be a guest worker program like there was mid-century where they come here to work for a few months out of the year and spend the rest of the year in their home country. We don’t need a permanent, low-IQ, illegal immigrant underclass.
Illegal immigrants currently in the United States should have the option of either leaving the U.S. (forcibly, if necessary) or participating, via application, in a guest worker program that allows them to live and work in the U.S. for a certain number of years before having to reapply. If they desire to become citizens of the U.S., they must go through the proper channels like every other immigrant who wants to be a citizen. If they have paid money into the Social Security system, they should be eligible for S.S. benefits for however many years they paid in.
All immigrants who are applying for citizenship and/or residence status must participate in a grace period in the U.S. (say, five years) to prove their willingness to be good citizens and/or residents and to participate in programs designed to assimilate them into society. Criminal activity will result in immediate deportation and will render the applicant inelegible for citizenship and/or residence status. Any guest workers who participate in criminal activity will be immediately deported and their guest worker status will be permanently revoked.
Reform our trade laws to reflect the need for cheaper labor and to avoid the formation of a permanent low-wage underclass. Importation of labor is the problem; free-trade is the solution.
To further eliminate racial or ethnic discord, and promote national unity, federal laws should be passed eliminating all affirmative action programs and quotas (for race, ethnicity, gender, height, weight, appearance, religion, etc., but not national origin) in all aspects of the public sector. Any schools receiving government funding must adhere to these laws, or funding will be eliminated. Eliminate private workplace discrimination laws; private employers should have total control over selection and hiring.
Adopt English as the national language and require proficiency for citizenship.
Eliminate birthright citizenship for the children of non-citizens by amending the 14th Amendment of the Constitution.

What to do about the Canadian border, you ask? Here is what I propose:

A system of ID cards should be jointly developed by the U.S. and Canadian governments where citizens of either country can swipe their cards at entry control points along the border prior to entry to prove their citizenship status via a joint U.S.-Canadian citizen database.
The U.S. and Canadian governments should work together to harmonize immigration and refugee laws so that theirs is congruent to ours. This will be to the benefit of Canada, however if their government is too left-leaning to adopt similar rules, then it may be necessary to take identical steps towards Canada as outlined above for Mexico.
